Summary Description
RE Tech is seeking a highly motivated Business Development Manager to support our Growth and Business Development function. This is an exciting opportunity to join a rapidly growing sustainability consulting and advisory firm to accelerate that transition to a low-carbon future.
As a member of the Growth and Innovation team, the Business Development Manager is responsible for managing the coordination of the proposal development and submittal process including coordinating and producing proposal (RFI, RFQ, private sector, etc.) responses whilst assembling a proposal team operating under the oversight of the designated Business Development (BD) Lead. This is a highly networked role across the RE Tech advisory and Legence sales organization that requires an ability to work under pressure, manage multiple proposals at different stages, and meet challenging deadlines.
Responsibilities include the introduction, vetting and implementation of all necessary proposal processes, governance and communication. The Manager also supports the continuous improvement process of the RE Tech business development and sales process and partners with other members of the Growth and Innovation team in addition to other RE Tech leaders to extract and report on client and market insights.
This position is located within our McLean, Virginia office. After a successful onboarding, the position is open to a hybrid work model that includes a mix of in office and work from home, as well as flex scheduling. As a position in business development in a client services organization, this role will, at times, require the employee to work extended workdays, including into the evening and on weekends to meet proposal deadlines and due to the unpredictability of business development opportunities. RE Tech supports workplace flexibility, which enables our team members to balance their working hours between busier and lighter periods, provided business needs are met.
Essential Job Functions / Job Duties and Responsibilities
Proven ability in planning, producing, and delivering compliant proposals within a complex business environment. The Proposal Manager will be experienced in scheduling and running proposal kick-off meetings, leading storyboarding sessions, facilitating key review meetings / final document review, coordinating proposal governance / sign off, document production, and delivery of the completed proposal. Responsible for working with the Business Development team and managing additional Business Development Handler(s).
This includes:
• Schedule prospective client calls, coordinating with the appropriate internal team members to lead the calls based on client inquiry.
• Maintain the proposal timeline, coordinating across all team members contributing to the proposal/SOW development to keep the process moving forward.
• Designing, managing, and updating a Content Library or Proposal Automation Solution.
• Participate in client scoping calls, providing the following support:
◦ Assist in preparing presentations for client calls, if needed.
◦ Conduct research on clients and share information with internal meeting. participants.
◦ Takes notes on calls and tracks action items.
◦ Assist with follow-up communications to be sent by the BD Lead.
◦ Send communications and/or coordinate internal meetings to keep SOW process on task and within the timeline.
◦ Create and maintain HubSpot and Asana records throughout the process until project execution commences.
• Prepare an initial draft of the proposal using templates and standard language. Coordinate with the appropriate team members to review and revise, as needed.
• Complete the proposal cover checklist based on the internal kick off call and information from the client and ensure the checklist is updated and maintained throughout the process.
• Sources materials needed for the municipal and federal proposals s which may include resumes, completion of forms, project examples, and draft narrative text when pre-existing content is available. Coordinate with the marketing team for timely inclusion of curated marketing materials into proposals.
• Manage RE Tech collateral pieces and collaborate with Marketing to ensure RE Tech has the needed marketing pieces.
• Manage the update the SOP and SharePoint pages, as needed, or as processes change.
• Communicate with clients as directed, professionally, and escalate responses as needed, to the appropriate person.
• Review and clean-up final SOW to ensure redlines or comments and that the document is properly formatted to meet RE Tech branding guidelines.
• Provides feedback and insights to the Growth and Innovation leader as part of its continuous improvement process.
• Perform all other duties as assigned.
Essential Knowledge, Skills and Abilities
• Delivery of compliant, professionally produced proposals within customer defined timeframes.
• Coordinate and review / edit proposal input from a variety of stakeholders, typically involving contributions from sales, marketing, product teams, finance, commercial, legal and delivery.
• Ability to coach sales teams in persuasive writing and proposal best practice.
• Strong written English language skills.

• Possess analytical and problem-solving capabilities.
• Proficient written communication skills. Must be able to prepare proposal language and perform a final QA/QC review of proposals for grammar, formatting, language consistency, and compliance with RFP requirements.

• Demonstrate strong attention to detail and organization.

• Familiarity with online collaboration and file sharing tools, such as SharePoint and the Microsoft Office Suite (MS Word, Excel, PowerPoint, Outlook, Teams).
Required Education and/or Experience
• 3-5 years of high-quality proposal coordination, execution and delivery
• 2+ years of staff management experience
• 2-4 years of work experience in professional services and/or a consulting environment
• Experience with a Customer Relationship Management (CRM) / Proposal automation software (or similar)
• 2 years US Federal (DOE, DOD or EPA) RFP coordination, proposal development and fulfillment
• Experience supporting business development function of a sustainability, ESG, energy and/or decarbonization firm (preferred but not required).
• Experience leading cross-functional teams to design product solutions that fit holistically into a customer’s overall experience alongside cross-functional teams.
• Demonstrated ability to effectively prioritize workload and manage competing priorities.
• Must be 18 years of age or older.

Travel Requirements:
Periodic travel is required for the role. Travel may include travel to RE Tech offices, if remote, or between RE Tech offices (McLean (Tyson’s Corner), VA and Dallas, Texas) for meetings (estimate of two times per year), as well as for Legence and/or business development needs.
